Exploring Cyberspace and National Security

By: Dr. Joseph Billingsley

Discover the latest insights into cyberspace and national security with Integrated Deterrence and Cyberspace, edited by Dr. Joseph Billingsley, IWP Adjunct Professor and Advisor of the Cyber Intelligence Institute (CI2). This volume results from a long-time collaboration between the U.S. Cyber Command (USCYBERCOM) and the College of Information and Cyberspace (CIC) at the National Defense University (NDU).

Essays were selected from across the USCYBERCOM Academic Engagement Network, which was developed in consultation with the CIC. The chosen authors were also panelists at the Cyber Symposium on Integrated Deterrence at NDU, co-hosted by USCYBERCOM and CIC in 2022. The cover photo features General Paul M. Nakasone, USA, commander of USCYBERCOM, providing opening remarks at that event.

This annual symposium began in 2018, following the 2017 decision by Congress to rename the NDU Information Resources Management College (IRMC) to the College of Information and Cyberspace (CIC) to prioritize the strategic education of the growing Defense Cyber Workforce. These events have played a pivotal role in shaping foundational principles such as persistent engagement in cyberspace.

The concepts shared in the volume provide a deeper understanding of both the current state and foresight into the future of cyberspace and national security. Dr. Billingsley teaches our seminar, "Cyber Strategy Development,” as part of the IWP’s Cyber Intelligence Initiative (CI2). This online seminar provides attendees students with a comprehensive exploration of strategy and includes practical exercises, such as crafting their organization’s cyber strategies.
